    Herman H. Darlage, 1927-1990, for over 30 years was the City of Columbus/Bartholomew County Building Commissioner. He served 2 terms as President of the Indiana Association of Building Officials, Inc. (1976-1977 & 1979-1980). Herman touched the lives of all he knew and had a passion for the Association and furthering building & fire safety through education. Herman was appointed by Governor Robert D Orr, M.D. to the first Fire Prevention and Building Safety Commission in 1984, representing local building officials for two terms.


    The Indiana Association of Building Officials, Inc. in honor of Herman's passion for education created and sustains the Herman H. Darlage Memorial Scholarship to promote education with the intent of giving back to our communities by supporting youth, and to honor the spirit exemplified by Herman H. Darlage and shared by our members - that of enduring excellence through education.

     

    Each year, the Indiana Association of Building Officials awards scholarships to individuals who choose to continue their education and is currently enrolled or will enroll in an accredited college or trade school. Scholarships are awarded to individuals regardless of affiliation with the organization. In the past we have awarded yearly amounts ranging from $500 - $1500 to individuals who have completed the application, submitted all required information by the posted deadline date and went through the evaluation process by the Scholarship Committee. Please forward the included application to anyone you feel might be deserving of this opportunity. All applications must be received by July 1st, 2018 to be considered.

    In order to raise funds so that we may continue to provide these scholarships and give back to those we serve, we will hold a silent auction, cornhole tournament, and other fundraising activities at the Indiana Code Education Conference. The conference will be held April 23rd - 26th, 2018 at the Hilton Fort Wayne at the Grand Wayne Center, located in Fort Wayne, IN. In order to raise the most money possible to fund these scholarships, we ask for your assistance through donations that you may be able to provide to aid us in this endeavor. Any monetary or merchandise donations received will be recognized during our annual Banquet Dinner held during the conference.

    The International Code Council hosted its second annual Chapter Leadership Academy June 6-7 in Atlanta, Ga. Approximately 50 chapter leaders, including representatives from Alaska, Hawaii, and Trinidad and Tobago, joined Code Council Board of Directors President Dwayne Garriss, Chief Executive Officer Dominic Sims and ICC staff for a two-day event covering management skills, legal considerations for chapters and maximizing use of social media.


    IABO officers, Jim Straws, Shad Paul and Chuck DeWitt attended the Academy.


    The Academy kicked off with a roundtable discussion on chapter practices and management techniques. Nationally renowned communications expert Katie Wagner shared how chapters can efficiently use social media tools to recruit new members and stay in touch with existing members. Code Council staff concluded the event with presentations on legal considerations for chapters, and the upcoming changes in our Training and Certification departments.

    Chapter leaders also joined President Garriss for a preview tour of the new Mercedes-Benz Stadium, recently declared "the finest sports & entertainment facility in the world." Preceding the tour, the stadium project team — including Holder|Hunt|Russell|Moody JV Senior Project Manager Brad Hutto and FSC Inc. Principal Ali Alaman, P.E. — reviewed the unique building processes and code compliance challenges encountered during the stadium's construction.

    Continuing a theme he has promoted throughout his tenure, President Garriss reminded the group that our chapters represent Many Voices for One Purpose. "The skills you take home from this academy will help you to be the best leader you can be," Garriss said. "Use them to benefit yourselves, your chapters and the Code Council."

    On September 10, 2017, the Indiana Association of Building Officials recognized Shad Paul from the City of Huntington with the inaugural Earl E. Bowman Memorial Award for Meritorious Service.  This award is in honor of Mr. Bowman, Huntington County Building Inspector, who is the association's only Line of Duty Death following his death on July 3, 2002.



    Shad Paul is an ICC certified residential and commercial building inspector who has dedicated the past 15 years to his community and this association.  He has served on numerous IABO committees, is a past president of the association, and currently serves as First Vice President.


    After Earl's death, Shad was hired as the Huntington County building inspector and became their Building Commissioner before leaving to become the first Building Commissioner for the City of Huntington.

    IABO President Shad Paul, 1st Vice President Bobby LaRue and Immediate Past President Kurk Sylvester attended the 2015 ICC Annual Conference and Group A Public Comment Hearings.  The ICC event was held September 27- October 5 at the Long Beach Convention Center in Long Beach, California.


    President Paul commented "the hearings were an eye-opening experience on the code development cycle.  It was extremely interesting to see the interaction between code officials, industry representatives and the business world.  Without Bobby's knowledge and guidance the hearings would have been a bit overwhelming.  Bobby has attended numerous ICC Hearings over the years representing the Education & Code Committees for IABO.


    All three in attendance would like to thank the IABO members and the Board of Directors for allowing them to attend and for the honor of representing Indiana during the conference.
