    Course Description:
    This seminar will provide an in depth examination of the following "Rules" within the General Administrative Rules :  Rule 3 Fee Schedule; Rule 4 Development and Application Rules; Rule 5 Variances; Rule 6 Design Releases; Rule 9 State Fire Marshal: Permits; Rule 10 Building Regulations of State Agencies and Political Subdivision; Rule 11 Statewide Fire and Building Safety Education Fund; and Rule 13 Conversion of Existing Buildings.


    Participants are encouraged to bring a current copy of the General Administrative Rules, highlighter and a few Post-it flags to be used as "tabs".  If participants do not have a current copy of the General Administrative Rules it may be downloaded from the following link:

    Course Objectives:
    • Provide participants with the skills for practical application of the various Rules within the General Administrative Rules.
    • Working knowledge of the various fee collected under the General Administrative Rules.
    • Understanding the variance process and the local building and fire officials responsibility.
    • Identify what is a change of occupancy.
    • Identify when construction is exempt from a construction design release.
    • Identify when a construction release is required.
    • Identify what events are required to obtain permits from the State Fire Marshal
    • Identify if your building code ordinance is in compliance with the Rules of Commission and Statute.
    • Working knowledge of building code and/or fire code prevention ordinances and "approval" by the Fire Prevention and Building Safety Commission.
    • An understanding of the Statewide Fire and Building Safety Education Fund and how those funds are utilized.
    • Identify and have a working knowledge of when, and how to apply the provision of Rule 13 when converting from a Class 2 structure to a Class 1 structure.

    Presenter: Shelly Wakefield
    Shelly Wakefield, CBO, after 20 years with the State of Indiana, Shelly retired from the State of Indiana in May of 2013 and joined the firm of Jacobi, Toombs and Lanz, Inc.  Consulting Engineers and Land Surveyors, where she is a Senior Plan Reviewer/Project Manager, performing building code plan reviews for the City of Indianapolis, Town of Sellersburg, Town of Clarksville, City of Rushville and the City of Louisville, KY, as well as planning and zoning consultant for the City of Rushville.


    Prior to retirement, Shelly was employed by the State of Indiana, Department of Homeland Security, Division of Fire and Building Safety, prior to the legislative change in 2005, Shelly was employed by the Indiana Department of Fire and Building Services, Indiana State Building Commissioner's Office.  During her tenure at the State, Shelly was Director of Fire and Building Code Enforcement, Director of Building Code Enforcement, Acting State Building Commissioner, Acting Director Plan Review and Manager of Code Adoption.


    Prior to employment with the State, Shelly was employed by the City of Columbus/Bartholomew County Indiana from 1978-1993 as an Assistant Code Enforcement Officer (fancy words for Building and Zone Inspector).


    Shelly is a two time Past President of IABO (2004-2005 and 1996-1997) and has served on a majority of IABO's committees.  Shelly's passion lies with code education, there is always something new to learn and she is always willing to help others.

    Course Description:
    The 2012 IFC High-piled Combustible Storage seminar provides a basic understanding of the hazards associated with high-piled combustible storage and introduces the participants to the provisions in Chapter 32 of the 2012 edition of the International Fire Code (IFC).  This seminar places special emphasis on the classification of commodities and understanding the design criteria in NFPA 13 for storage.


    Course Objectives:
    • Explain the commodity classifications system based on the criteria in Section 3203 of the IFC.
    • Explain the basic requirements of NFPA 13, Standard for the Installation of Sprinkler Systems, 2010 edition, for storage occupancies.
    • Describe the scope and application of Chapter 32 of the IFC.
    • Apply the requirements of Chapter 32 for high-piled combustible storage.
    • Identify the various storage methods for high-piled combustible storage.
    • Describe how each storage method contributes to fire behavior.

    Course Description:
    The 2012 IFC and IBC Hazardous Materials Provisions seminar addresses requirements for buildings utilizing hazardous materials and requiring coordination between the fire and building codes.  It reviews the requirements found in Chapters 50 through 67 of the International Fire Code (IFC), as well as Chapter 3, and Sections 414 and 415 of the International Building Code (IBC).


    Course Objectives:
    • Identify the special provisions that show how care facilities are regulated differently from other types of uses, including egress, accessibility, allowable areas and other aspects.
    • Determine the appropriate occupancy classification based on the attributes of the respective care facility.
    • Describe the significant special provisions for the various levels of medical care facilities.
    • Explain the different fire protection features required in each type of care facility.
    • Explain the three different levels of care facilities addressed by the IBC.

    Course Description:
    This seminar focuses on the basic concepts of the 2012 International Building Code (IBC).  These concepts provide a basis for the correct utilization of the code.  A clear understanding of the identified requirements allows the code user to apply the IBC in specific situations and helps to build an understanding of the intent of the code when asked to make a judgment on code compliance.  This course will also help the code user to correctly locate code requirements.  It will also provide a basis for the correct use and application of the code as well as to begin to develop a procedure for applying them.  It will address the organization of the code and how it relates to the IBC family of International Codes (I-Codes).


    Course Objectives:
    • Identify how the health and safety of occupants is safeguarded with weather protection and interior environment controls.
    • Identify the intent of the building code.
    • Describe the common provisions applicable to design of commercial buildings.
    • Explain the fundamental provisions of the 2012 IBC.
    • Comprehend the use of passive and active fire protection.
    • Identify how life safety and egress issues are addressed in design and construction.

    Presenter:  Douglas W. Thornburg, AIA, CBO
    Douglas W. Thornburg, AIA, CBO, is currently Vice-President and Technical Director of Products and Services for the International Code Council (ICC) where he provides administrative and technical leadership for the ICC product development activities.  Prior to employment with ICC in 2004, he was in private practice as a code consultant and educator on building codes for 9 years.  Doug also spent 10 years with the International Conference of Building Officials (ICBO) where he served as Vice-President/Education.


    In his current role, Doug also continues to create and present building code seminars nationally and has developed numerous educational texts and resource materials.  He was presented with ICC's inaugural Educator of the Year Award in 2008, recognizing his outstanding contributions in education and training.


    A graduate of Kansas State University and a registered architect, Doug has over 35 years of experience in building code training and administration.  He has authored a variety of code-related support publications, including the IBC Illustrated Handbook and the Significant Changes to the International Building Code.
